This study analyzes multi-stakeholder collaboration in community empowerment in Desa Rawoh through environmental management and local economic strengthening in the context of a community service program. A descriptive qualitative approach was employed, drawing on observations, documentation, and records of interactions and discussions conducted during the activities. The analysis focused on actor involvement, participation, knowledge transfer, capacity for joint action, initial outcomes, and program sustainability. The findings show that collaboration among the village government, university students, community groups, schools, and local business actors created opportunities for participation that, in several activities, developed beyond attendance into discussion, hands-on practice, feedback, and the formulation of follow-up actions. In the environmental domain, collaboration resulted in initial practices of waste processing, waste separation, reuse of materials, and technical capacity building. In the local economic domain, activities provided initial knowledge of digital marketing and product promotion. These outcomes indicate the emergence of early capacity and collective action, but they do not constitute evidence of long-term changes in environmental conditions, income, or community welfare. The main constraints involved limited time, differences in technical capacity, and institutional and monitoring challenges. Program sustainability therefore depends on the ability of local actors to maintain role distribution, coordination, monitoring, commitment, and continued assistance after the community service program ends.
